Microsoft: next-gen Kinect sensor for Windows to launch in 2014

Microsoft already gave us a look at its next-gen Kinect alongside the Xbox One, but today the company circled back to announce an update to the Windows version of its sensor. Don’t get too excited yet, though: the update won’t debut until 2014. Still, Redmond has shared details about some of the enhancements we can expect, such as a higher-definition camera, expanded field of view and improved motion tracking — essentially the same improvements we’ll see on the new Kinect for the Xbox One. Microsoft says developers will learn more at the Build 2013 convention in June, so stay tuned.

Netflix looks to hook subscribers with ‘Arrested’

(AP) ? Netflix is hoping this weekend’s release of the resurrected TV series “Arrested Development” will draw more subscribers to its Internet video service.

The award-winning show about the dysfunctional Bluth family returns Sunday, seven years after Fox cancelled the series. The revival coincides with Netflix’s own resounding comeback from a customer backlash over price increases and shareholders’ worries about rising expenses. The adversity had raised doubts about the company’s management and future.

Now, Netflix is winning back subscribers and investors with a bold attempt to establish its $8-per-month service as a home entertainment powerhouse that rivals the broadcast television networks and premium cable channels such as HBO.

“Arrested Development,” a comedy that won six Emmy awards during a critically acclaimed three-year run, is the third exclusive series from Netflix Inc. this year. It’s part of Netflix’s effort to add more original programming to a selection that consists primarily of old TV series and movies.

With 29.2 million U.S. subscribers ? far more than the 21.9 million TV subscribers that leading cable provider Comcast Corp. has ? Netflix has already reshaped home entertainment.

The service is encouraging more people to forego cable and satellite TV service and rely on Netflix to watch popular TV series a year or more after they originally were shown. Netflix also is empowering viewers to watch an entire season of a TV series in a matter of days instead of months.

Netflix CEO Reed Hastings isn’t done disrupting things yet. He is spending more than $2 billion annually, including about $200 million to finance original programming that can be watched on traditional computers, smartphones, tablets, video game consoles and Internet-connected TVs.

By expanding its library of content, Netflix is hoping people will decide to spend their idle time on its Internet video service rather than play video games, fraternize on Facebook, surf cable or satellite TV or watch a DVD. (Netflix started out as a DVD-by-mail rental service, but it is phasing that out in favor of Internet streaming.)

“We want our members to choose Netflix in these moments of truth,” Hastings wrote in a recent essay outlining Netflix’s philosophy.

By bringing back “Arrested Development” this weekend, Netflix is also trying to prove that people still want to see quality entertainment even when the weather is getting nicer and the days are growing longer. That runs counter to the philosophy of broadcast TV networks, which for decades have typically started the new seasons of their top TV series in September and stopped showing new episodes just before Memorial Day weekend.

BTIG Research analyst Rich Greenfield believes the scarcity of compelling choices on broadcast TV at this time of year is bound to help Netflix draw more viewers to “Arrested Development.” In a recent analysis posted on BTIG’s blog, Greenfield predicted that the total number of hours watched on Netflix in June might even surpass the Fox broadcast network for the first time.

If that were to happen, it would be an ironic twist, given that Fox canceled “Arrested Development” in 2006 over the protest of the series’ fervent fans. “Arrested Development” had low ratings during its run, but the viewers who did watch loved it. Others discovered the show later on DVD or Internet streaming ? both of which have been available through Netflix.

The first three seasons of “Arrested Development” were being watched by so many subscribers that Netflix knew another season would be well-received by its existing audience and would likely lure new subscribers, too.

Like Netflix’s previous series, all 15 new episodes of “Arrested Development” will be released simultaneously to allow viewers to watch the show as if they were perusing a book and deciding how many chapters to pore through in a single sitting. “Arrested Development” is scheduled to be available at 12:01 a.m. PDT Sunday (3:01 a.m. EDT), meaning Netflix subscribers could conceivably devour the entire season before grilling on Memorial Day afternoon.

Netflix’s departure from TV’s traditional one-episode-per-week strategy has been well received by subscribers who have watched the service’s previous forays into original programming.

February’s release of “House of Cards,” a political drama that stars Oscar-winning actor Kevin Spacey, helped Netflix add 2 million more U.S. subscribers during the first three months of the year, more than analysts anticipated. “Hemlock Grove,” a quirky horror series, attracted additional viewers during the first weekend after its mid-April release, according to Netflix, although the company hasn’t provided specific numbers.

It’s difficult to quantify how many subscribers joined Netflix to watch “House of Cards” and then decided to stick with the service after seeing all the other material available. That’s because “House of Cards” debuted during a winter period that is traditionally one of the service’s prime times. For instance, Netflix added 1.74 million subscribers in the first three months of 2012. The difference between the two years could be an indication that “House of Cards” generated an additional 250,000 subscribers, although there is no way of knowing for sure.

In any case, “Arrested Development” is expected to attract even more new subscribers than “House of Cards” because of its built-in fan base and the success that several of its cast members have enjoyed since the show’s cancellation. The original cast, including Jason Bateman, Michael Cera and Will Arnett, is returning to the zany series revolving around a family whose opulent lifestyle was torn apart by the arrest of a corrupt patriarch played by Jeffrey Tambor.

In the new episodes, viewers will get updates on the characters, one by one. Although that was done because of difficulties booking the actors all at once, it ended up allowing for a non-traditional viewing experience, one more fitting on Netflix than a traditional network. Viewers, for instance, will be able to pause an episode on one character to watch the same scene from another character’s vantage point.

The long-awaited return of “Arrested Development” prompted Netflix to be more optimistic about subscriber growth during the traditionally sluggish April-to-June period, Hastings told The Associated Press in a recent interview. The Los Gatos, Calif., company predicted that it could gain as many 880,000 U.S. Internet streaming subscribers during the second quarter. Without the series, Hastings said, the projected increase probably wouldn’t have exceeded 530,000, the growth it had during the same period a year ago.

If “Arrested Development” does as well as Hastings hopes, it will mark another triumph for a company that had fallen out of favor with subscribers and investors less than two years ago. Netflix infuriated customers in July 2011 when it announced price increases of as much as 60 percent for people who wanted to rent DVDs by mail and stream Internet video. Then, Hastings unleashed even more outrage by outlining plans to spin off the DVD-by-mail option into a separate service called Qwikster ? an idea that seemed so absurd that it was mocked on “Saturday Night Live.”

Netflix didn’t waver on its new pricing system, even though it resulted in the loss of 800,000 customers at the time. But Hastings scrapped the Qwikster concept amid the backlash. The DVD-by-mail service, which has lost 6 million customers in the past 18 months and now has 8 million, is being allowed to slowly fade away.

While Netflix subscribers were howling, shareholders were dumping their stock. Investors feared the company wouldn’t be able to attract enough subscribers to cover the steadily rising fees for licensing video rights.

Those worries have dissipated now that Netflix is growing rapidly again, something that Hastings had promised would eventually happen after apologizing for the Qwikster mistake and the way he handled the price increase.

After hitting a high of nearly $305 in July 2011 and then falling to below $53 last August, Netflix’s stock is trading at nearly $230.

“I don’t have a sense of ‘I told you so,’ or something,” Hastings told the AP last month. “I have a sense of satisfaction that we are doing what we do best, which is steadily improving our service.”

Hulu video site auction attracts four bidders: sources

LOS ANGELES (Reuters) – Former News Corp president Peter Chernin and private equity fund Guggenheim Digital Media have placed bids for Hulu, two people with knowledge of the matter told Reuters, triggering a tug-of-war for the online video service.

Satellite operator DirecTV and cable operator Time Warner Cable Inc also put in bids, one of the people told Reuters.

Hulu was put on the auction block this year for the second time after disagreement between owners News Corp and Walt Disney Co on how best to operate a Web service that streams TV programs and other videos, Reuters previously reported.

In April, Chernin placed a bid for $500 million, plus an unspecified additional sum to cover Hulu’s debt and programming commitments.

Representatives of Guggenheim, Time Warner Cable and DirecTV had no comment. A spokesman for Chernin could not be reached.

Hulu says on its website that it has more than 3 million subscribers paying $7.99 a month for its premium service and that it generated revenues of around $700 million last year. It sells advertising for its free service.

It is being advised in the sale by Guggenheim Partners, a separately funded group from the digital media unit that placed the bid.

The Los Angeles Times initially reported the bids On Thursday.

Nearly all US states see hefty drop in teen births

(AP) ? The nation’s record-low teen birth rate stems from robust declines in nearly every state, but most dramatically in several Mountain States and among Hispanics, according to a new government report.

All states but West Virginia and North Dakota showed significant drops over five years. But the Mountain States of Arizona, Colorado, Idaho, Nevada and Utah saw rates fall by 30 percent or more.

In 22 states, teen Hispanic birth rates plunged at least 40 percent, which was described as “just amazing,” by the report’s lead author, Brady Hamilton of the Centers for Disease Control and Prevention.

What’s driving the declines? No one can say for sure. Experts believe the explanation is complicated and probably varies a bit from state to state. The national figure has been falling since 1991, aside from a brief interruption in 2006 and 2007.

The CDC report released Thursday is based on birth certificates for 2007 through 2011. Last year, the CDC announced the overall improvement in teen births: a record low of 31 births per 1,000 teens ages 15 to 19. That compares to 42 births per 1,000 five years earlier.

The new report focuses on state figures in 2011:

? Lowest rates are in New Hampshire, Massachusetts, Connecticut and Vermont, each with rates under 17 per 1,000.

? Highest rates overall continue to be in the South, led by Arkansas and Mississippi, each with rates of about 50 per 1,000. In Arkansas, the majority of teen births are to white moms. In Mississippi, the majority are black.

? White teens continue to have the lowest birth rate nationally ? about 22 births per 1,000. Black teens saw a larger improvement, but their rate was still more than twice the white rate, at 47 per 1,000.

? Overall, the Hispanic rate plummeted from 75 to 49 per 1,000, now virtually a tie with the black rate.

The teen drop in the last five years coincided with an overall decline in births, which experts attribute to a weak economy that dampened enthusiasm for having children.

Hispanic women have been part of that trend, possibly due to the economy and to illegal immigration crackdowns in some states that reduce the number of young Hispanic females entering the country from Mexico and other nations, said John Santelli, a Columbia University professor of population and family health.

That means new immigrants are having less impact on birth statistics, and second- and third-generation families are having more influence.

As time goes on, Hispanics ? like other immigrant groups before them ? tend to adopt American customs and practices.

“There is more attention on education, career, and the future,” said Dr. Janet Realini, head of Healthy Futures of Texas, a San Antonio-based organization focused on preventing teen and unplanned pregnancies.

Hispanic rates, though, continue to be much higher than those for blacks and whites in most of the states with the largest Hispanic populations, including California, Texas, New York, New Jersey, Arizona, Colorado, New Mexico and Georgia.

Texas has the highest number of teen births in the nation, with nearly 43,000 in 2011. Nearly two-thirds were to Hispanic moms.

The overall improvement, though, is something to celebrate, said Bill Albert, chief program officer of the National Campaign to Prevent Teen and Unplanned Pregnancy.

“Geography, politics, or policy alone simply cannot explain the widespread declines,” Albert said in an email. “Credit goes to teens themselves who are clearly making better decisions about sex, contraception, and their future.”

Maine Medicaid expansion passes but governor sets veto

BOWDOINHAM, Maine (Reuters) – Maine‘s Democratic-controlled legislature on Thursday passed a bill to expand access to its Medicaid program as outlined by the Affordable Care Act, setting up a showdown with the state’s Republican governor, who immediately began veto procedures.

At issue is lawmakers’ effort to link expanded access to the health insurance program for low-income residents to a plan to pay the state’s share of $484 million in debt owed to Maine’s hospitals.

Governor Paul LePage, who is frequently in conflict with state legislators, has insisted the two issues remain separate and signed a letter to veto the bill within minutes of its passage.

“Democrat leadership has spent the past week forcing this bill through the legislative process,” LePage said in his veto letter. “This unadulterated partisanship tied two different issues together in a quest to force welfare expansion upon the Maine people.”

LePage submitted a bill that would tackle the hospital debt that does not include Medicare expansion.

The LePage administration has begun negotiation with the federal government regarding the mandates in the 2011 healthcare reform law that is President Barack Obama’s signature domestic legislative achievement.

About 15 U.S. states have said they will not participate in the expansion of Medicaid, with 26 opting in and the balance not yet decided, according to the Advisory Board Company, a consulting firm that tracks the issue.

Texas lawmakers on Tuesday passed a measure, backed by Republican Governor Rick Perry, to block the state from participating in Medicaid expansion.

Maine legislators had proposed to use a portion of future revenue from a renegotiated state liquor contract to pay $484 million in debt due Maine’s 39 hospitals. That proposal was initially supported by both parties, but Republicans turned against it last week after it was amended to increase Medicaid access.

Democrats said the move would expand health care coverage to an estimated 70,000 Maine citizens.

Under the Affordable Care Act, the federal government agreed to increase Medicaid eligibility and cover 100 percent of the costs for three years, after which coverage would be reduced to 90 percent. According to a previous analysis from Maine’s Department of Health and Human Services, Maine taxpayers would be on the hook for an additional $75 million per year after federal reimbursement drops to 90 percent.

Mark Eves, speaker of the Maine House of Representatives and a Democrat, said the bill “pays the debt and helps fix the underlying problem that contributes to high health care costs in the first place,” citing rising costs of charity care in emergency rooms of Maine hospitals.

LePage made a surprise appearance at a Sunday meeting of a legislative committee on Medicaid but lawmakers did not allow him to speak.

“The repeated attempts by Democrats to stifle debate on bills and to prevent me from speaking in front of the Appropriations Committee is a disturbing pattern of censorship that should concern all Mainers,” LePage said in a statement.

Yahoo Tumblr Ad Targeting – Business Insider

When we published a leaked copy of Tumblr’s ad sales pitch deck on the day Yahoo acquired the social blogging site, you may have noticed some odd language on the last page: The part that says “non-targeted.”

Why would Tumblr be offering “non-targeted” advertising for $200,000 per campaign?

The whole point of advertising on the web is that it is highly targeted: You can target people by purchase history on Amazon, by shopping intent on Google, by demographic on Facebook, and reader interest when you choose specific, niche publishers.

We asked a Tumblr representative to tell us what the targeting options were for Tumblr’s new “in-stream” ads that will show up in their dashboard newsfeeds. But we haven’t heard back yet.

Three sources, however, tell Business Insider that Tumblr’s ad targeting is in fact just as modest as the pitch deck suggests it is.

“Fairly dismal”

“It is fairly dismal,” said one ad buyer. “I’ve never ever heard any of our customers ask about Tumblr ads, maybe a handful ask us about Tumblr analytics,” with the exception of one standout client that the source declined to name.

Another source told us, “They don’t know much about people [their members] and targeting is very, very limited. They only recently enabled targeting for U.S. only!”

One huge issue for Yahoo is that currently there is very little inside Tumblr to target. Users can get an account with an email address and by filling in their age. They don’t have to provide any other identity information. Tumblr is thus filled with people using names that don’t even identify them as male or female. It’s the opposite of Facebook, which has dozens of “real identity” fields that gather targeting information from users.

Tumblr, in fact, has the same targeting problem that Twitter has: It literally doesn’t know who its members are.

“Not robust enough”

Tumblr’s ad targeting metrics are therefore thin, Mashable noted recently:

Beena Kalaiya, associate director, strategic insights and social media at media-buying firm Optimedia, says that Tumblr doesn’t provide the sort of metrics that advertisers are used to. “The analytics are better than they used to be, but not robust enough,” she says. “I’m hoping that Yahoo helps in that respect.”

(We also contacted Union Metrics, Tumblr’s official content analytics company, for comment, but the company demurred ? it focuses on content not advertising metrics.)

One targeting option Tumblr does have are the tags and text that users publish in their posts. Someone tagging a post with “soccer” is probably a soccer fan, and thus could be targeted with sports-relevant ads.

One source tells BI that this is a huge plus for Tumblr: “keyword search or running NLP [natural language processing] on the blog posts as well, to better target ads that Yahoo will obviously now drive [is] probably more relevant than any kind of registration data, in my opinion.”

But even that kind of targeting is under-utilized, another source tells us: “There?s not much targeting ? basically U.S. or international, and mobile and/or desktop. No demo/context/interest opportunities yet,” this source says. “Given the overall low reach versus Facebook and Twitter, Tumblr can?t offer up much in the way of precise targeting because that sort of thing wouldn?t scale for advertisers.”

“They can match their data with Yahoo’s”

A separate source says Yahoo’s targeting know-how can only help Tumblr. “They can match their data with Yahoo’s to improve targeting possibilities.”

Yahoo has made two suggestions about hot it might target ads on Tumblr. The first is by utilizing its new Yahoo news in-stream ads. Those ads become more relevant to users as they search and read more Yahoo content.

It’s easy to imagine how the relevancy of ads in Tumblr might increase based on the same mechanism.

The second way is via a Tumblr ad exchange. On the day of the acquisition, Yahoo CEO Marissa Mayer hinted she might create an ad exchange for Tumblr. Such an exchange works by dropping a tracking cookie onto the browser of any incoming Tumblr user. That cookie would signal to users that a new Tumblr user has arrived in the system. Advertisers could then see what other cookies that user might have collected from previous sites, and then target that user with ads inside Tumblr based on their browsing history.

Mercedes S.Africa strike ends, union demands sector pay hike

CAPE TOWN (Reuters) – A two-day wildcat strike at a Mercedes Benz plant in South Africa ended on Tuesday but industrial union NUMSA demanded a hefty pay hike for the sector, raising the prospect of labour unrest in factories alongside turmoil in the mines.

The German luxury car maker said Friday’s unscheduled walkout had nothing to do with wage demands but the stoppage served as further evidence of the fragility of labour relations in Africa’s biggest economy, hitting the rand.

The currency tumbled for its ninth straight session, breaching the 9.50 level against the dollar for the first time since early 2009 after the National Union of Metal Workers of South Africa (NUMSA) threatened widespread walkouts if its pay demands were ignored.

“We are demanding a 20 percent increase across the board,” NUMSA national treasurer Mphumzi Maqungo told Reuters. “If our demands are not met we will have no option but to go to the streets.”

South Africa’s annual mid-year wage negotiations – known locally as “strike season” – normally start with lofty wage demands that are then whittled down to something slightly above inflation, now around 6 percent.

However, the union-management choreography has been derailed by a vicious union turf war in the mines that spilled over into violence and the deaths of 50 people last year, including 34 shot dead by police, the bloodiest security incident since the end of apartheid in 1994.

The turmoil is far from over, with a wildcat strike at platinum firm Lonmin and a union official shot dead in a bar by an unknown gunman.

On Tuesday, security guards fired rubber bullets at stone-throwing strikers at chrome mine near the platinum belt town of Rustenburg, 120 km (70 miles) northwest of Johannesburg, the company said.

South Africa’s car makers saw minor labour disruptions in 2012 but investors fear a repeat of wage-related strikes that crippled the sector in 2010 as the economy was struggling to emerge from recession.

Car industry bosses made clear they would not entertain NUMSA’s demands, setting the stage for a showdown when a three-year wage deal worth around 10 percent a year expires at the end of next month.

“It is common cause that the employers will not settle at 20 percent,” said Thapelo Molapo, chairman of the Automobile Manufacturing Employers Organisation.

RAND ON ROPES

The dramatic slide in the rand in the past two weeks is likely to stoke inflation and has put paid to any hopes of a growth-boosting interest rate cut from the central bank at its two-monthly policy meeting on Thursday.

Rising prices, union turmoil and a limping economy – 2013 growth is forecast at 2.7 percent – may damage the African National Congress (ANC) in an election due early next year.

However, there is almost zero chance of the party that has ruled since the end of white-minority rule losing its outright majority in parliament.

Mercedes said its strike related to a company investigation into work stoppages in its paint division, and analysts had painted the swift resolution of the walkout as positive for the economy and currency, which has lost more than 10 percent against the dollar this year.

However, the threat from NUMSA, which claims 230,000 members, quickly put paid to the optimism.

“It is only a matter of time before they also feel the pinch and excessively high wage settlements will put the sector under pressure,” said Merina Willemse, an economist at the Efficient Group.

South Africa produces less than 1 percent of the world’s cars but the sector employs 35,000 people.

The industry, centred on Johannesburg, Durban and the coastal cities of East London and Port Elizabeth, has also been attracting billions of dollars in new investment to boost capacity and production.

It includes a number of original equipment and component manufacturers such as Toyota, Nissan, Volkswagen and Ford.
